Operation Toofan 2.0 – Panchayat-Level Inauguration

Operation Toofan 2.0 is being implemented jointly by the Kerala Police and the Local Self Government Department with extensive public participation, with the objective of preventing the spread and use of narcotic substances across the State.

Going beyond conventional law-enforcement measures, the initiative seeks to combine the enforcement powers of the Police with the strong grassroots network of the Local Self Government Department, thereby extending anti-drug activities to every ward and household. Along with preventive measures to curb the spread of drugs across the State, the programme emphasizes extensive public awareness campaigns and sustained, community-level vigilance.

Panchayat-Level Inauguration at Koottilangadi

The Panchayat-level inauguration of Operation Toofan 2.0 at Koottilangadi Grama Panchayat was held on Monday, 28 September 2026, at 11:00 AM. The programme was inaugurated by Smt. Rasna M., President, Koottilangadi Grama Panchayat, by hoisting the Toofan flag.

Following the flag-hoisting ceremony, a series of awareness and anti-drug activities were conducted as part of the programme. These included the Toofan Pledge, declaration of Toofan Warriors, distribution of “Toofan Warrior” badges, an awareness session, and a video presentation.

The programme aimed to strengthen community participation in the fight against drug abuse and to create greater awareness among the public, particularly children and young people, about the harmful consequences of substance abuse.
